Thank you for contacting PayPal regarding your returned funds.

I am sorry but I do not fully understand your question but I will try to
answer as best as I can.

I have reviewed your account and can see that you currently have a
Russian account. Currently, PayPal accounts in Russia are unable to use
our services to receive payments. When we offer our service to a
country, we need to ensure that we are compliant with both local and
international laws before we can offer our full service.

Due to the challenges and complexities associated with the worldwide
financial network, we cannot offer a firm date or timetable for
expansion of specific services. We can promise you that we are working
hard to enhance our service within the nations where we are offered.

To see which countries may only send money, go to www.paypal.com/us and
click 'Worldwide' at the bottom of the page. Then choose '190
countries.' I recommend that you visit this page often to review updates
and new capabilities for our worldwide users.

To request a refund, send the seller an email. Ask the seller to go to
the ‘Transaction Details’ page for your transaction and click ‘Issue a
refund.’ You can request a refund within 60 days of the payment date.

Here’s how to find the seller’s contact details and request a refund:

1. Go to www.paypal.com and log in to your account.
2. Click ‘History’ near the top of the page.
3. Click ‘Details’ next to the transaction you want a refund for.
4. Use the contact details provided to send the seller an email.

Note:

* If you paid with your debit card or credit card, your payment is
refunded to your debit card or credit card. It may take up to 30 days
for the refund to appear on your card statement.
* If you paid with your bank account or PayPal balance, your payment
is refunded to your PayPal account.

If your seller won’t refund your money, you can file a dispute within 45
days of the payment date.

Here's how to file a dispute:

1. Click ‘My Account’ at the top of the page, then click ‘Resolution
Centre.’
2. Click ‘Report a problem.’
3. Select ‘Item dispute’ and click ‘Continue.’
4. Click ‘Find transaction ID.’ A new window displays your
transaction history.
5. Click the transaction ID you want to dispute.
6. Click ‘Continue,’ then follow the instructions.

I do apologise if I have not answered your question, please reply in
more detail about your query.

Sincerely,
Thomas

С пэйпэлом это может быть только первый вариант. Второй - это напрямую с кредиткой
